Mr. Fred Lutalo is the Vice Chairman of the Board of Directors of Nelson Nkalubo Sebugwawo Foundation and the Chairman of the Projects Committee of that board, responsible for overseeing project identification and implementation.

He is a member of the ACI – Africa Safety and Technical working group which is tasked with finding and implementing solutions to Airport Safety challenges in Africa. He is also a member of the ACI – World Safety and Technical Standing Committee where he represents African airports. This forum is where the World Airports discus airport safety challenges, find solutions to these problems and document guidance to managing airport safety through writing and publishing hand books. He is currently the Manager Safety Management System at the Uganda Civil Aviation Authority (UCAA) responsible for establishing and overseeing implementation of a Safety Management System at all UCAA managed Airports in Uganda.
